Mr. William Dye is the chief executive officer and founder of DMG. A former state budget and planning director, he has over thirty years of experience assessing the management, technology, and policy needs of the public sector and meeting those objectives with proven, cutting-edge solutions. Mr. Dye has worked with more than one hundred state, federal, and local government agencies to help improve their business and technology directions.

Mr. Dye is strategically involved in project details, and often presents findings and recommendations to senior agency management or policy makers. As a nationally recognized expert in his field, he frequently speaks at conferences for the American Association of State Highway and Transportation Officials (AASHTO) and the Transportation Research Board (TRB) on such topics as performance measurement, long-term investment analysis, the use of enterprise resource planning (ERP) systems and asset management systems in state departments of transportation. Mr. Dye graduated from the University of Missouri, where he earned his bachelor’s degree in political science and his master’s degree in public administration.

Mr. Rob Zilay leads the firm’s day-to-day operations. As president, he ensures that DMG continues our long-standing reputation for delivering practical and implementable solutions that enable our clients to achieve their goals. Mr. Rob Zilay is president of Dye Management Group, Inc., a management consulting firm that has a long-standing reputation for delivering practical and implementable solutions that enable transportation agencies to achieve their goals. Mr. Zilay brings more than twenty years of experience working as a project leader and subject matter expert on large-scale business improvement and technology projects. For the last fourteen years, Mr. Zilay has helped almost two dozen state and local transportation agencies improve their asset management and maintenance programs through business processes, practices, and technology.

Mr. Zilay is the Chair of the TRB Standing Committee on Maintenance and Operations Management (AKR10) and a member of the TRB Standing Committee on Pavement Maintenance (AHD20). With his excellent reputation as a leader in the field, Mr. Zilay is frequently asked to present at national conferences on the topics of maintenance and asset management optimization, performance-based transportation management programs, and MQA best practices. A certified Project Management Professional, he graduated from the University of South Florida with a bachelor’s degree in psychology and earned a master’s degree in business administration, with a technology management focus, from the American InterContinental University.
